At a time when factory workers in Manila often toiled for 12 to 14 hours a day—sometimes more—Puno drafted and pushed for Act No. 4121 , also known as the "Eight-Hour Labor Law."

Puno passed away in relative obscurity in the late 1950s. However, his spirit lives on every May 1st during Labor Day rallies. When modern workers chant for better conditions, they are echoing the legal framework Puno helped build.
